The Federal Institute for Research on Building, Urban Affairs and Spatial Development

The Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) came into being on 01 January 2009 as a result of the merger of the science department of the Federal Office for Building and Regional Planning (BBR) and the Institute for Rehabilitation and Modernization of Buildings, Reg. Assoc. (IEMB), Berlin. As a departmental research institution under the portfolio of the Federal Ministry of Transport, Building and Urban Development (BMVBS), its task is to advise it in the policy areas of city and spatial development, city development, housing and property market, and building and building culture at the national and European level. The BMVBS requests both research and development services as well as science-based services.

The scientific self-conception of the BBSR is based on the concept of modern departmental research agreed by the government in 2007. It is characterised by the fact that the focus of research and advice is aimed at the interface between science and politics. As a result, the work of the BBSR is practice-based as well as interdisciplinary. It involves users of the knowledge across disciplines and, above all, it generates transfer knowledge. In doing so, it combines scientific competence that is available at short notice for ad hoc tasks for the department, but also for the government, with the ability to be able to process long-term tasks continually and on a research-basis.

The core tasks of the BBSR include

  • Generating and securing information basis,
  • Drawing up reports,
  • Creating expertise and appraisals,
  • The management and expert care of various departmental research and support programmes,
  • Transferring results in politics and science.

Concepts, approaches and instruments for future requirements are expected from the building, city and spatial development policy. It is supposed to configure imminent social and economic transformation processes in cities and regions. The BBSR approaches these tasks with awareness and commitment.
