Risk assessment of the future effects of climate change for the real estate industry (ImmoRisk)

Real estate owners, investors and developers need more transparency regarding current and future climate related hazards and risks, especially to reduce the extent of financial and health risks of climate change. Within the GIS-ImmoRisk research project a target-group-oriented geographical information system has been developed, which enables a data-based qualitative and quantitative assessment of climate risks and location-specific hazards caused by extreme weather events.

Housing Policies in the European Union

Housing policy is a central field of action for all member states of the European Union. The manifestation is the product of an individual historical evolutionary path, local market structures as well as the national legal framework and funding-policy measures. In preparation for the German EU Council Presidency in 2020, the research project conducted by the BBSR and BMI aims at providing a comprehensive overview of the different programmatic approaches and characteristics of national housing policies and, based on that, clustering the individual policy approaches and markets found in the European Union.

Proof of the energy standard for implementing a climate component in housing benefit

In apartments with a high energy standard, the basic rent is often higher than the maximum amounts under § 12 Housing Benefits Act (Wohngeldgesetz). As a result, they are often not affordable for housing allowance recipients. The examination of the extension of the housing allowance for a climate component has shown that the increase of the maximum amounts for the rent to be taken into consideration for apartments above a certain energy standard is a precise and practicable way to integrate a climate component. In this research project, a simple, practicable and legally secure method for the proof of the energy standard was developed.

Specialist Agency of the Alliance for Affordable Housing and Building

With the national "Alliance for Affordable Housing and Building" (Bündnis für Bezahlbares Wohnen und Bauen), the Ministry of Construction of 2014 brought a central organisation to life to overcome pressing housing policy challenges. As part of this dialogue process, common solutions for these challenges are developed in cooperation with federal states, municipalities and other associations. The goal is to meet the growing need for housing while taking into account social, demographic, and energy requirements. The Alliance is also being continued in the new legislative period as of 2017 and the process continues to be supported and accompanied by a specialist agency and office.

Transforming non-residential buildings into residential properties

On the one hand, a considerable number of vacant non-residential buildings have been recorded in many German cities in recent years accompanied by a decrease in rentability of office space. On the other hand, housing markets have revealed supply bottlenecks resulting in increased rents. In this light, converting non-residential buildings has become increasingly attractive both for municipalities as well as for the real estate and housing industry.

Common good oriented housing policy – spheres of activity, potentials and good examples by foundations and other non-profit players

The common good oriented establishment and management of residences has shifted in the focus of public attention over the last years. In the realm of this research project a structured overview of the respective market actors, representative projects and examples of foundations and other relevant stakeholders and their housing policy relevance was compiled. Based on the findings, recommendations for the support of foundations and other non-profit players by the federal, the state and municipal governments were deviated.

Integration of refugees into the regular housing market

The number of asylum seekers and refugees has risen sharply in recent years. This creates new challenges and integration requirements for cities and municipalities. The focus of the study was to what extent it was possible to provide adequate housing for refugees as an important component of integration, and how refugees were managing to satisfy their needs on the regular housing market. In addition, the regional distribution and type of accommodation during and after the asylum procedure were examined.

Use of non-residential buildings for the accomodation and housing of refugees

The accommodation of refugees was a significant challenge for the German municipalities in face of the severe increase in refugee numbers in 2015. A large range of initial accommodations had to be provided and solutions for long-term housing had to be found. The report researched how and to what degree the conversion of non-residential buildings, especially in prospering cities, could contribute to the accommodation and housing of refugees.
