The adaptation of the energy supply system as a consequence of the German Energy Legislation Package requires the expansion of renewable energy, an increase in energy efficiency as well as a reduction in energy use. Regional energy concepts provide a good base for assessing the energy demand, the potential for energy saving and energy production as well the development of a regional energy policy strategy. In Germany, state and regional planning have a special role in this: first, extensive land requirements of the infrastructure needed for renewable energy need to be considered in the planning processes. Second, because the planning authorities can function as a regional coordinator.
