Digital infrastructure as a regional development factor

The availability of broadband infrastructure for the German regions has been a significant factor influencing economic and regional development for some time. Location decisions are increasingly based on this criterion. Well-supplied areas have an advantage over regions that have not yet made sufficient progress in broadband expansion. The pilot project "Digital infrastructure as a regional development factor" (MOROdigital) focuses on broadband expansion in terms of regional development in order to identify and pass on positive impulses for action in structural change.

Programme of action for the regional provision of public services

The Federal Ministry of Transport and Digital Infrastructure (BMVI) set up the programme of action for the regional provision of public services to assist 21 pilot regions from 2011 to 2015 in sustaining the provision of basic public services by autonomously developing a so-called regional strategy for the provision of public services. The regions also get some extra funding to implement pilot projects and measures of the strategies.

Consultation process to draft the new Interreg programmes

When drafting the programmes of transnational cooperation (Interreg B) for the European funding period 2014-2020, the member states were required to involve relevant players in the preparation and implementation of the programmes. The aim of the project was to support the stakeholder dialogue for drafting the new transnational programmes in the context of the European Territorial Cooperation (ETC) objective. Additionally, the process was to be supported by an extensive communication work.

Regional energy concepts as a strategic instrument of state and regional planning

The adaptation of the energy supply system as a consequence of the German Energy Legislation Package requires the expansion of renewable energy, an increase in energy efficiency as well as a reduction in energy use. Regional energy concepts provide a good base for assessing the energy demand, the potential for energy saving and energy production as well the development of a regional energy policy strategy. In Germany, state and regional planning have a special role in this: first, extensive land requirements of the infrastructure needed for renewable energy need to be considered in the planning processes. Second, because the planning authorities can function as a regional coordinator.

Integrated River Landscape Development: Evaluation Grünzug Neckartal

The procedure and results of the MORO-project "Grünzug Neckartal" (i.e. Neckar Valley Green Corridor), which expired in 2009, were analyzed and evaluated from the project start in 2005 to the present. The evaluation includes the documentation of the status quo of individual projects pooled by MORO GN as well as the analysis of procedures and actor constellations in the project. A main objective of the Evaluation was to reveal to what extent MORO GN has shown lasting effects on the projects in terms of initiative, conceptually or operationally support.

Urban-Rural Partnerships: Large Scale – Innovative – Diverse

The goal of this demonstration project was to strengthen the competitiveness of regions by enabling urban and rural areas to take over responsibility for the whole region via specific projects in partnerships. This promotes equivalent living conditions in all parts of the cooperation area.

Contribution of regional planning to increase the share of renewable energies: Legal possibilities of regional planning in the area of "repowering"

In the new energy policy as agreed on in summer 2011 the wind energy on land is a matter of great importance. At this the exchange of old installations for newer, more efficient wind energy plants (repowering) plays a central role. The possibilities for controlling the repowering at the level of regional planning have hardly been legally examined. In this research project the capability of regional planning to ensure the repowering has been investigated. The admissibility of a definition of repowering as a regional planning objective and the concrete form of such a goal stipulation were in the focus of study interest.

The potential and options of biomass production on urban brownfield land

The objective of this study was to examine the land resource potentials of urban brownfields for energy crop production and to estimate whether and to what extent energy crop production can be technically and economically viable. The results will be transferred into recommendations for action which enable the relevant actors to use urban brownfield land for biomass production in short term or in long term.
