Executive Summary

The benefit of communal housing corporations is currently discussed under the key word Stadtrendite. In the public discussion this term is used to describe the added economic value generated for the municipality that accrues from the business activities of communal housing corporations.

This expertise defines as a first step the concept of Stadtrendite and places the term in a welfare economic framework. Stadtrendite is hence the sum of all economical, social and ecological advantages arising from the activities of a communal housing corporation for the city within a certain period.

These advantages can emerge wherever the housing market works imperfectly, positive external effects can be created or negative external effects can be avoided. This happens for example by supplying accommodations for households with multiple problems or by the supply of social infrastructure in the neighbourhood.

Within the concept of Stadtrendite four categories were identified that can be differentiated regarding their impact:

  • the supply of households with multiple problems
  • measures within the neighbourhood and for urban development
  • measures for the promotion of the local economy as well as
  • measures for the promotion of the ecology.

An evaluation method which combined monetary as well as nonmonetary scales was developed for each of the four categories. The goal of this evaluation method is to illustrate and to assess objectively the holistic advantages of a communal housing corporation. The benefit of this method is on two levels:

1. The examination of the Stadtrendite permits the analysis of the achievements of a communal housing corporation and is usable as an instrument within the business communication.

2. The municipalities are supported in their decision making process for the sales of communal housing corporations. The examination of the Stadtrendite improves the information basis for this process.
