Housing policy constitutes a central field of action for all members of the European Union. Its manifestation in each Member State is the product of an individual historical evolutionary path, local market structures as well as the national regulatory framework and funding policy measures. Against the backdrop of the German EU Council Presidency in 2020, this research project conducted for the BBSR and BMWSB aims at providing a comprehensive overview of the challenges, different programmatic approaches and characteristics of national housing policies. Additionally, the researchers analysed selected housing policy issues in greater depth, based on a number of case studies.

One of the central results of the comprehensive publication is the broad diversity of the different housing provision systems across the European Union in terms of the structure of the housing stock, forms of use and the social care function of the different tenure forms. The five different systems range from diversified systems with balanced quantities between rental tenures and owner-occupation and a heterogeneous composition of non-profit/cooperative and market-based rental housing to less diversified systems with a dominance of owner-occupation and only a marginal, both market-based and social supply of rental housing.

Furthermore, the authors compiled an extensive appendix containing country profiles for each EU Member State in English (file does not meet accessibility standards). If interested, please send an inquiry to Jonathan Franke: jonathan.franke@bbr.bund.de

Additionally, the country profiles are available for download on the project webpage of the research contractor IWU (Download "Anhang Country Reports").
