Abstract

With the revision of the European Performance of Buildings Directive is the revised edition of the Energy Saving Ordinance pending in Germany. In parallel, the DIN V 18599 standard as a basic for the energetic evaluation of buildings will be revised and reissued in autumn of 2011. In this context, the present research project shall analyse the energy certification system for non-residential buildings in its entirety, collect and assess the experiences of issuance of the energy certificates and use them to develop proposals for the revision of the regulations.

To that a three-stage methodology was employed, consisting of an enquiry in accessible information sources (literature, internet), the survey of the affected parties of energy certification of non-residential buildings and sample calculations for an example of a building. The focus of analysis was on the effort that is required for sufficient accuracy in the energetic evaluation of a building, or vice versa, the accuracy and validity of the energy efficiency presented in the energy certificate in relation to the applied effort for data collection and processing.

Overall, this means that the regulations for issuing energy certificates for non-residential buildings in the currently available version are generally applicable and effective. This applies equally to new construction as well as existing buildings. However, there are still minor problems in many details that need to be addressed in connection with the revision of the Energy Saving Ordinance. This research report examines about thirty different individual aspects and suggests ways to develop the system of energy certificates.
