A task of the cooperation between the federation and the federal states in the sector of spatial planning is according to §18 paragraph 1 of the Spatial Planning Act the development of general principles of spatial development in the area of the Federal Republic of Germany. On 30 June 2006 the spatial planning ministers of the federation and the federal states adopted new "General Principles and Policy Strategies for Spatial Development in Germany" in the framework of the 33. Ministerial Conference for Spatial Planning (MKRO). They are the result of a comprehensive discussion process for the renewal of the "Guidelines for Spatial Planning" (ORA) which have been in force since 1992.

The booklet includes the official text and the accompanying maps of the general principles as well as the wording of the resolution of the ministers.
