Application-oriented research as a means of policy consulting

With the research programme "Experimental Housing and Urban Development" (ExWoSt), the Federal Office for Building and Regional Planning has supported innovative planning and measures in the areas housing and urban development for 15 years. The following tools are used: 

  • Scientific attendance of planning and building prospects (demonstration projects)
  • Expert opinions
  • Initiatives and experts' meetings
  • Documentation of good examples.

Topics and research aims are defined with the Federal Ministry for Housing, Urban Development and Building (BMWSB) and are brought into agreement with the "Länder". To participate in the demonstration projects of the scientific areas, the actors in the area of housing and urban development can apply, in agreement with their "Länder".

On the one hand, politics profit from the results. They support the legislation and assistance policy for housing and urban development when adjusting existing control systems to new requirements.

On the other hand, urban planners, architects, public authorities and all interested corporative groups receive information on successful projects, forms of cooperation, financing approaches and analysis procedures.

Urban development needs innovative ideas and the will to bring something forward. ExWoSt (Experimental Housing and Urban Development) initiates, promotes and links new paths and encourages imitation by documenting model examples.
