Research Project: Successful strategies and barriers to the implementation of integrated urban development concepts

Many municipalities are facing extensive transformations due to the consequences of climate change and the Covid-19 pandemic. Integrated urban development concepts (INSEKs) support municipalities in structuring these transformations with the help of comprehensive sectoral planning and multidimensional options for action. The project investigated which challenges occur in the implementation of INSEKs and which solution strategies prove successful.

Background

In 2013, the Federal Ministry of Construction, in cooperation with the federal states, the national associations of municipalities and the Association of Conservation Authorities of the Federal States, launched the federal competition "Historic City Centres and Neighbourhoods – Integrated Thinking and Action". Municipalities with historic town and city centres as well as historic urban quarters were asked to develop INSEKs in these areas.

Eight years after the competition, the project team researched the implementation of the premiated concepts. It examined the organisation and design of the implementation phase in the municipalities, their search for suitable partners and investors, the participation processes applied, financing and quality assurance.

Objective

The project aimed at identifying challenges and strategies for success in the implementation of the integrated action concepts in the award-winning model municipalities. A guideline for action summarises the strategies which were analysed and best practice examples. This guideline supports municipalities in many ways, for example, in adapting the INSEK to today's challenges and in the successful implementation of strategies.
