Research Project: Guideline heavy rain - Property protection and structural precautions

Concept

A detailed literature search was conducted to identify vulnerabilities and the effects of heavy rain. This also applies to existing brochures with other foci, such as the flood protection primer from the BUMB. It was also explained how the various components and materials react to the effects of heavy rain and how the vulnerabilities should be assessed.

Methods for risk estimation and systematic risk assessment are presented and broken down at a property and building level. In a further step, concrete measures for property protection are presented and assessed against the background of differing boundary conditions. In this case, both water retention options and measures for delaying discharge are taken into account.

In summary, planning recommendations were formulated from the findings obtained and while taking account of location-dependent differences. Concrete measures have been listed in check-lists and recommendations for action for planners and citizens have been summarised. Based on this, the measures, as well as the vulnerability of the buildings, can be assessed clearly. The bases for evaluating the measures presented will be explained based on a cost-benefit-effectiveness assessment.

The results of all research are summarised in the citizens brochure and the Technischen Anhang der Arbeitshilfen Abwasser (Technical Appendix of the Sewerage Guide). With the approaches described, properties can be assessed objectively for their vulnerability to heavy rainfall damage and, at the same time, design recommendations are given to minimise this damage. This should be possible both for private citizens and administrators of federal properties to a similar degree.
