Official statistics fail to adequately capture the market of existing buildings in German residential and non-residential construction. The goal of this research project was to gather topical and reliable data on inventory activities in residential and non-residential construction. Field research into the activities in residential and non-residential construction was differentiated by full and partial redevelopment, by energy efficiency measures, as well as by region.

Background

Official statistics fail to adequately capture the market of existing buildings in German residential and non-residential construction. This study gathered topical and reliable data on inventory activities in residential and non-residential construction.

The studies “The structure of investment activity in residential and non-residential inventory” for 2010 (>> further Information, in German) and 2014 (>> further Information, in German), both launched by the BBSR (Federal Institute for Research on Building, Urban Affairs and Spatial Development), formed the basis for this research project. These studies used empirical research for a differentiated examination of measures in the residential and non-residential inventory and ascertained the structure of construction works in the inventory. The study for 2018 is a continuation of this time sequence.

Objective

This study follows suit with the previous studies as regards method and content. Further analysis options were considered for non-residential construction. Because the relevant data was not yet available at the end of the project, these options could unfortunately not be implemented. The research object was inventory investments made in 2018.
Existing projects were differentiated as follows:

  • Type of building (detached and semi-detached houses, apartment buildings, residential-like and industrial buildings)
  • Age of building
  • Residential construction and non-residential construction (public construction, commercial construction)
  • Renderer of service (main contract work and finishing trade, manufacturing, planning, fees; other construction works)
  • Type of inventory measure (full or partial redevelopment, structural repairs)
  • Redevelopment with or without regards to energy efficiency
  • Product sector (roof, external wall, windows, etc.)
  • Magnitude of expenses
  • Ownership structure: private, commercial, housing associations or residents accordingly (tenants/owner-occupied)
  • Material costs/labour costs
  • Six large geographical regions
  • Sizes of cities or settlement structural types accordingly
