The DIW Berlin calculation of construction volume determines the annual construction volumes at current prices for new buildings as well as for the modernisation, maintenance and repairs to existing buildings for the residential, commercial and public sectors. In order to be able to observe the development of construction volumes in these subsectors in real terms, this study developed a concept for deriving construction price indices for the individual items of the construction volume calculation.

Background

The construction volume quantifies total domestic construction output. On the demand side, construction volume is determined for residential construction as well as for general building construction and civil engineering in the commercial and public sectors. For residential and general building construction, an additional distinction is made between new buildings and the modernisation, maintenance and repair of existing buildings. Under the current method, these volumes are calculated nominally and only the aggregated construction volume is converted into real figures using the construction price index of the Federal Statistical Office. The lack of suitable price indices with the necessary level of detail prevents the capture of developments in the corresponding subsectors in real terms.

Objective

The research project aimed to develop differentiated price indices that can be linked to the existing data on nominal construction volumes for new construction as well as for the modernisation, maintenance and repair of existing buildings.

Contractor of the project was DIW Econ GmbH in cooperation with German Institute for Economic Research Berlin e.V. and Heinze GmbH, Celle.
