Research Project: Feasibility study to analyze the public construction volume

This study aimed to develop approaches for integrating a differentiation of the volume of public construction by territorial authorities into the DIW construction volume calculation. It also examined to what extent it is possible to make a more detailed presentation at the regional level or according to the individual items of the construction volume calculation.

Background

On the demand side, the DIW construction volume calculation determines key figures for residential construction as well as building and civil engineering in the commercial and public sectors. The annual calculations show that the public sector accounts for roughly 15 % of the total construction volume in Germany. In the current method, the public construction volume is determined at the regional level for five regions: North-West, North-East, North Rhine-Westphalia, Central-East, Central-West and South, but there is no more in-depth determination of the construction volume of territorial authorities.

Objective

The research project aimed to investigate to what extent it is possible to integrate a determination of the public construction volume of the territorial authorities (federal government, states, and municipalities) into the DIW Berlin construction volume calculation.

Contractor was DIW Econ GmbH, Berlin, in cooperation with the German Institute for Economic Research (DIW Berlin).
