Regarding the high construction costs of parking spaces, the "Commission to Reduce Building Costs" recommended that the states and municipalities adapt the parking space requirements to today's demand as part of careful urban development planning. At the conference "Designing parking space regulations more flexible”, options for making the obligation to build parking spaces more flexible and contemporary mobility concepts were discussed.

Background

In the inner cities and conurbations, the construction of parking spaces, especially in underground garages, causes high construction costs. This will make building more expensive in regions where affordable housing is urgently needed. The "Commission to Reduce Building Costs" has therefore recommended that the federal states and local authorities adapt the parking space requirements to today's demand and make them more flexible in the course of prudent urban development planning.

The "Commission to Reduce Building Costs" of the Alliance for Affordable Housing and Construction has formulated a recommendation to the federal states and municipalities to adapt parking space requirements to today's demand in the course of prudent urban development planning and to create the possibility of replacing parking spaces in inner cities and conurbations with other mobility concepts.

The recommendation of the "Commission to Reduce Building Costs" was due to the fact that, depending on the possibilities available, the construction of parking spaces triggers very high construction costs, especially in cost group 300. Especially in inner city areas, where the construction of an underground car park is often necessary, around 9 percent of the total costs are spent on this. At the same time, mobility requirements have changed. Although car density in Germany is continuing to rise, younger people and households in particular are foregoing their own vehicles and can still manage all transport routes well with alternative mobility options.

Objective

In order to support the discussion in the Lander and the municipalities, the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) organised the conference "Flexible Design of Parking Space Ordinances". It served the exchange between countries, municipalities, associations as well as the housing and construction industry on various aspects of the obligation to build a parking space and new mobility concepts.
