Sustainable construction as an important component of the national sustainability strategy and the adapted German sustainability strategy respectively has been established at the federal level for many years. In order to implement and quantify the requirements for sustainable building, the Sustainable Building Rating System BNB was developed in addition to the Guide of Sustainable Building published by the Federal Ministry of Building and Urban Affairs. As a result of this research project an evaluation concept was developed to examine the effectiveness, achievement of objectives and the possible optimisation potential of BNB.

Background

With the mandatory application of the Sustainable Building Rating System sustainable construction has become a natural part of the planning and construction of all buildings being built, converted or modernised on behalf of the Federal Government. Since the introduction of BNB_BN_2009 the different system versions have been continuously adjusted by adaptation to the requirements of building standards and regulations and in response to the differentiated building tasks of the federal government. The meanwhile introduced system versions and their modules have been applied on a representative number of completed construction projects. Now a first balance is to be drawn.

Objective

The aim of the research project was to frame an evaluation concept for testing the effectiveness of the Sustainable Building Rating System as an established quality control tool for the design, construction, use and operation of buildings. Both the implementation of the existing superior political objectives and the individual objectives arising for the construction sector were taken into account. The planned evaluation should involve various stakeholders of the construction sector.
