The VOB/A provides a qualifying examination for the award of contracts, including the examination of the economic and financial capacity of the tenderer. The purpose of the examination was to ensure that the companies have the adequate capacity to finish all contract works. The project included an analysis of parameters that provide evidence of economic and financial performance. A guideline presents an application-oriented examination model.
For the award of public works, the qualifying examination of the tenderers economic and financial capacity is a general requirement. Previous studies show that these tests often are not realized. The reasons given were the disproportionately high effort and the lacking validity as well as the lack of relevant professional qualifications of the responsible persons. Previous research projects submitted proposals for qualifying examination procedures for public works contracts. To take over these procedures by the contracting authorities practical requirements and procedures are missing.
The aim of the research project is to develop a qualifying examination model for practical use on the basis of the previous project results and findings, which can be used as a guideline for the contracting authorities working for the federal government.
Contractor of the research project were the Institut für Baubetrieb, Bundeswehr University München in cooperation with Prof. Jürgen Schwarz Consulting GmbH, Neubiberg.
