Research Project: Update of the Notice on the Rules of Data Acquisition and Use in Existing Residential and Non-Residential Buildings 7 April 2015

As part of the research project, the rules for data acquisition and use in residential and non-residential buildings were analysed and proposals were developed for supplementary regulations and parameters for the future publication of the rules.

Background

The official Notice of the Rules of Data Acquisition and Use in Existing Residential and Non-Residential Buildings defines rules for a simplified acquisition of the data needed for building performance certificates and certificates required for modifications, extensions and interior works/completions in existing buildings. Once the Buildings Energy Act (Gebäudeenergiegesetz, GEG) is in force, the Notice has to be adapted to the new legal framework. In the present research project, the existing rules were analysed and proposals for additional rules and characteristics were made on that basis.

Objective

In addition to updating legal references and references to technical rules (especially to the latest (2018) revision of the DIN V 18599), the goal of the research project was to check and, where required, update existing or add new rules concerning nomenclature and standard values regarding building and HVAC components.

For residential buildings, there was need for substantial changes and additions regarding simplifications for calculations in accordance with DIN V 18599: 2018-09. While the older approach in accordance with DIN V 4701-10/4108-6, on which the simplifications in the current (non-updated) version of the Notice are based, can still be used in residential buildings, it is to be expected that approaches based on DIN-V18599 will grow in importance as the newer standard contains current and newer technologies that are not present in DIN V 4701-10. A large part of the proposed updates and changes therefore concern the adoption of DIN V 18599.

For non-residential buildings, the updates and changes particularly concern Chapter 4 of the Notice – the System Characteristics Catalogue (Anlagenkennwertkatalog) –which required updating to adopt the 2018 revision of DIN V 18599.

The ITG Institut für Technische Gebäudeausrüstung Dresden was the contractor for the research project in collaboration with Ingenieurbüro Prof. Dr. Hauser GmbH.
