Research Project: Support to the revision of the Territorial Agenda

On 1 December 2020 the ministers responsible for spatial planning and territorial development and/or territorial cohesion of the EU member states adopted the Territorial Agenda 2030. This Demonstration Project of Spatial Planning (MORO) has supported the German EU Council Presidency with the intergovernmental preparation of the text document and in the implementation phase.


Intergovernmental cooperation in the field of European spatial planning has been continuously developing since the adoption of the European Spatial Development Perspective (ESDP) in 1999, not least with the adoption of the Territorial Agenda in 2007 and the Territorial Agenda 2020 in 2011. The process of revising the Territorial Agenda is the latest phase of this development.


This Demonstration Project of Spatial Planning (MORO) has supported the BBSR and the responsible Federal Ministry of the Interior, Building and Community (BMI) in the revision of the Territorial Agenda and the preparation of the subsequent implementation phase. This support was provided in close cooperation with the Task Force for the revision of the Territorial Agenda set up by the EU member states and the Finnish (second half of 2019) and the Croatian (first half of 2020) EU Council Presidency.

A particular aim of the MORO demonstration project was to link the two main processes – the preparation and adoption of the document and the implementation phase with pilot actions. To this end, it was crucial to make representatives of various spatially relevant sector policies and spatial planners at all administrative levels aware of the new Territorial Agenda and its concerns. It was also important to promote awareness of possible contributions to the implementation or the development of synergies with other strategies and approaches.

The project was carried out by Spatial Foresight (Luxembourg), the European Policies Research Centre (Netherlands) and blue! advancing european projects GbR (Germany).
